Depending on the aim of the stay - if simply for holidays yes, if on duty sveral kilometers away (for example as an official for the Monaco Grand Prix) not necessarily. This has been a very special reason to get to this wonderful place and I was simply looking for a hotel close to Monaco since I will not afford 7200 Euro for the Hermitage during the Grand Prix
